436 STANDING AGENDA ITEMS a) Hayle Harbour Update Councillor Bennett reported that he had attended a meeting with the Harbourmaster and others regarding a proposal for a ‘harbour taxi’ from North Quay, Hayle to St Ives and possibly to Lelant Quay too. It had been considered that the harbour taxi would be a fun activity for local people who might want a boat ride over and a walk/bus ride back to Hayle. He reported that all necessary licences had been obtained and it would operate for one season as a test run, with 16 seats available for passengers. If this trial season proved successful it was thought that it might be possible to add a route leaving from South Quay too. There 5 would be no timetable, but electronic booking methods were being considered. A Councillor was concerned that the harbour taxi might encourage Hayle to be used as a car park, with users spending their money in St Ives instead of Hayle, but others felt that there were plenty of businesses in Hayle that would also benefit from the added activity on and around the Quays. Some Councillors would like to see the service run from South Quay as well if possible to bring holiday makers through the town rather than just to North Quay. The meeting was informed that at the latest Hayle Harbour Advisory Committee meeting it had been reported that there had been no coastal flooding in Hayle. This led to a discussion regarding the difficulty of obtaining house insurance for properties in Hayle that were within a 400-metre radius of a flood area, as designated by the Environment Agency. Despite the recent combination of extremely bad weather and high tides there had been no flooding of properties in Hayle and although water levels were high in Wilson’s Pool there remained room for even more water. It was resolved to invite an expert to a future Full Council meeting to talk to Hayle Town Council regarding flood plains, insurance and Environment Agency designation. It was also reported that the Community Flood Forum were considering a nationwide project (“RE”) which involved taking small portions of insurance from those people who would never face flooding and putting it into a fund for those that almost certainly would. It was resolved to write to the Environment Agency to ask why it had allowed the Copperhouse sluicegate to remain closed at a time when Wilson’s Pool was most likely to flood. There was discussion regarding the fact that despite very high levels in the pool there had been no flooding and that this should be noted as evidence to support the Council ’s wish to have a greater number of impoundments. There was also further discussion regarding the levels of water in the Millpond. It was reported that the concrete level was the correct level, but that Simon Jefferies of the Environment Agency had promised that the first 5” board would stay in the pond, but that no second board would be added.
