Ian Thompson – Cornwall Council, Property Team
In the past the Council has undertaken a number of studies suggesting various uses. When it’s been taken to market there has been no interest. Discussions are ongoing with Coastline Housing for affordable housing. Cornwall Council Affordable Housing funds have been used to carry out structural studies.
Questions:
- Suggested contact is made with Town Council to get this on an agenda with the timescale in mind - Karen agreed to contact the Clerk.
- Can the Town Council have site of the survey reports - Karen agreed to send a copy.
- Concern for access to the mill.
A: access will be from the housing side not Lidls.
- What nomination rights does Cornwall Council have over allocations?
A: allocation of all affordable homes goes through the Cornwall Homechoice Scheme.
- There was a lot of support for the project and development for the area at the meeting.
- Emphasis that housing is the only scheme viable.
- What are the average affordable rents?
A: this varies per area. 80% of open market rent.
- Properties will all be rentals as shared ownership will not be affordable.

Progress since 2013-2017 Plan
- Achieved upper quartile customer satisfaction of 90%
- Improved our productivity, with our operating margin (a
key measure of our productivity) increasing from 27% to 32%,
putting us in the top half of housing associations
- Completed 213 new homes for rent and low cost home
ownership
- Invested £12.1 million improving the quality and energy
efficiency of our existing homes
- Were recognised by the Sunday Times as the one of the Top
100 Not for Profits to work for in the country (number 75)

2017-2021 Plan
- We will build 1000 new affordable homes for rent and low cost home ownership
- We will ensure that none of our homes cost more than £600 per year to heat

- The survey was carried out on 13th February 2017.
- Roof, all internal joists and steels need replacing.
- Movement in some walls especially over culvert.
- Tower in good condition
- Building is capable of being restored but needs swift attention.
