210 TO REVIEW AND AGREE THE LATEST DRAFT OF THE CORNWALL SITE
ALLOCATIONS DOCUMENT WITH MARCUS HEALAN, OFFICER OF
CORNWALL COUNCIL’S PLANNING DELIVERY TEAM

The Mayor invited Marcus Healan to give his presentation (see Appendix C).

Mr Healan said the presentation followed up on comments provided at the previous meetings
with the Town Council on 14 October and 9 December 2014. He was looking for the Town
Council’s support in principle for the sites allocated in the document. He welcomed further
email comments after the meeting.

He said that existing planning permissions (including outline planning permissions) remained
and that the figures in the plans were based on best assumptions and would be reviewed every
five years or as required. The sites chosen were selected in principle, not based on support
for/objection to any current applications regarding the sites.

Mr Healan explained that the boundaries for the town (as they appear in the local plan) are
fixed now, but can be revised in the future. Councillors reminded him that during the earlier
consultation the Town Council had advised that the retail area at Loggans Mill and on South
Quay should now be included and he agreed to note this.

Councillors were most concerned that their objections to making the Penpol area a preferred
site allocation had not been heeded. They re-iterated that in their opinion this area would not
be deliverable until a new junction with the A30 at Tolroy was in place due to the extreme
added traffic pressure it would place upon Foundry Square and the surrounding area.
Marcus Healan added that the timing of land availability also had to be considered when the
local plan’s site allocations were chosen; the lack of land available at High Lanes/Burnthouse
Lane in the next 15 years was the reason this site (the Town Council’s preferred second site
after Trevassack Hill) could not be considered. There was a risk that small pockets of
development would impede the progress of future plans.

In response to why Hayle Town Council’s preferred sites - 1) Trevassack and 2) the southern
area bounded by the A30 bypass - could not be the site allocations for Hayle in the Cornwall
Local Plan, Mr Healan explained that Cornwall Council needed to demonstrate to the local
inspector how the plan would be realised and that these sites would not align with the Local
Plan strategy, although it was not clear why this should be the case.

It was resolved to agree to the Trevassack site, and the potential for an extended site there if
necessary, and to request that the Burnthouse Lane/High Lanes site be investigated as second
site. Hayle Town Council disagrees with using HUE2 for large scale housing development and
wants the Penpol site to be protected for school expansion, with possible phased, small scale
housing development there when suitable road infrastructure is in place.

It was resolved to re-iterate Hayle Town Council’s resolution of 16 October 2014: It was
pleased with much of the draft Hayle Area Framework as it was forward looking, with a firm
strategy for housing and infrastructure to support it, with a holistic approach to planning and
Hayle Town Council is disappointed that the Hayle Cornwall Site Allocations DPD removes
a lot of the strategic nature of the town framework, in particular traffic and transport.

During the discussion regarding the Employment and Retail allocations Councillors were
concerned that no new sites had been allocated. Marcus Healan explained that the sites had to
be proven to be deliverable before they could be allocated in the site allocation plan and that
no sites of any scale would be allocated in Hayle. It was argued that many sites should be
allocated, with the market deciding which ones would be developed. Mr Healan explained that
the plan would not be accepted by the inspector if sites were vastly over or under allocated. He
added that proposals would be considered on their own merit and when asked about the Rugby
Club site he said that live proposals would not be hindered.

With regard to infrastructure it was clarified that although actual roads were not addressed in
the plan, it did show necessary junctions.

Interest was shown in how the strategic objectives of the Cornwall Local Plan would compare
with the Hayle Neighbourhood Plan’s aims, objectives and vision.

At the end of his presentation Marcus Healan agreed to look at the alternative sites/solutions
for housing allocation provided by Hayle Town Council and that he would contact the Council
again with his thoughts and decisions.

It was resolved that Hayle Town Council would like Marcus Healan to consider further sites
for employment and retail: it asked that land east of Loggan’s Mill and the Rugby Club site be
designated for industrial and retail allocation respectively.

It was resolved to ask that the Cranford’s site on Marsh Lane be included for industrial or
retail allocation, with appropriate protection for Angarrack.
